If you are of the belief Chidori is the best way to infiltrate an enemy home/stronghold, stand over his bed or behind him when his back turns, then fire up Chidori is the best way to go, you are mistaken. The guard/enemy ninja would be alerted to your presence and you would be exposed, swarmed, and possibly overwhelmed and killed. Not to mention the prey could evade because of the tactical weaknesses of Chidori (since few Sharingan are around) if said user isn't fast enough. It has been countered via speed by several shinobi including your typical Stone jounin.
A kunai to the neck would be tenfold times better. Chidori is not practical in this regard. THAT is the topic of discussion, not nitpicking surprise attack vs assassination. Get it?
