Amaeterasu is slightly less than instant. Ay is almost instant in his movements which is why he was able to move so quickly. The fapboys will claim Sasuke couldn't see him clearly and couldn't focus on him and yet, Ameterasu still shot. If he wasn't focusing on Ay, it wouldn't have fired. If he was focusing on Ay, then Ay dodged it. The reason for Ay dodging Ameterasu was for Kishi to show us his feats in speed. Which would later be implied when Naruto meets with Ay on the battlefield trying to get past him.

It is instant. It appears immediately on the target, but A was still able to dodge before he caught on fire. This is stated in the manga, on the wiki, everywhere.

Amaterasu always spawns at the focal point, then moves as a projectile if it hasn't attached to a tangible object.

ONE EXAMPLE: In the top left panel we have an example of Amaterasu acting as a projectile, flying down into the trees.
We also have two examples in the middle left and bottom right panels of Amaterasu manifesting at Itachi's point of focus. As the point of focus moves, a trail of expanding flame is left behind in its wake.
