Clouds are used to make rain and use for water and lightning jutsus. Cloud elements can be used to advance the makings of those jutsus, and use it in a way that can hide the user or confuse the opponent. Blocking views, and even turning everything into a cloud no up or down just white fluffy clouds.

The fact that the cloud cover itself is made of chakra will confuse anyone using any chakra detection ability. However, the user will be able to sense where the opponent is within the clouds.
