Is Fu a former member of the Yamanaka clan?

The trap that he sets for Ao sounds similar to the Yamanaka clan's secret technique called 'Shintenshin no Jutsu' with Fu's version named 'Shinten Kugutsu Juin no Jutsu' which uses a puppet to act as the decoy. Both involve the user entering the opponents mind and gaining control over their consicouness. This leaves the original body defenseless, though Fu's version is more ingenius as it requires the opponent to look at the puppet in order to counter it's attack, which in turns traps their mind and presumably for a longer period.

Also his appearance resemblances that of the Yamanaka clan with the large pony tails.

Since he looks younger then Inoichi that I'm assuming that Danzo must have lured him in because the 'Shintenshin no Jutsu' is indeed great for spying which is what ROOT espionage missions is all about. Also this is just a theory but he may have challenged Inoichi to be the leader of the Yamanaka clan because he seems extremely talented but lost and ROOT was his way for others to recognizing his talents. What do you think?

I doubt that. Root exists almost only out of orphins who have been raised by Root since they were little, like Sai.

Root seem to be more underground then Anbu which is under direct Kage orders. Inoichi seems to be under the WOF teachings and way of life which is different to ROOT's do everything to protect structure. I'd doubt that Inoichi would approve of one of his clansmen still operating in this shady organization.

i think fu is brainwash by the root or danzo probably put a curse seal somewhere in his body...so he wont go back to his clan...or something happen between him and the yamanaka clan kinda like neji back when he hated hinata... anyway nice theory...
