Jinton requires a charge time, and Madara's footspeed evaded Jinton. Tobirama has Kage Bunshin as well, so it really doesn't matter.

If this is in a closed room then Mei wins mid diff. She can put her mist up and adjust the temperature, So any clone that even comes close or any kunai that is thrown at her for FTG will be melted, Not to mention that she can put acid in there too. Any suiton Tobirama has to offer can be countered by her own suitons.

If it's in an open field than Tobirama wins low-mid because all he has to do is outlast her which he is very much capable off.

Everyone of Gokage have advantages as well as disadvantages over eachother and I can clearly see Raikage being underrated here.He is easily top one or two among the Gokage and Tsunade is the weakest of the Gokage.To be more accurate she loses in a one on one battle against anyone of Gokage.Abilities of Tsunade and Onoki are super useful when they are a part of a team but they can't help them much in a one on one battle.

IMO It goes like this

Gaara/Ay.
Gaara/Ay.
Onoki.
Mei.
Tsunade.

Onoki has super powerful jutsus but most of them gets countered or useless against the people above him in my list but he is a better than those two.
