Somehow, some way, Orochimaru managed to create a whole new dimension. He created a whole new plane of being that exists outside of the Naruto realm. There is almost nothing that can even begin to compete with that impossible feat.
Almost. The only thing I'd say could stand up to something like creating a whole new dimension is reaching into the afterlife and forcefully taking back a soul to place in a new vessel.

That is why I think Orochimaru and Tobirama Senju are the most intelligent characters in the manga.

Correction: Sasuke was only able suppress Orochimaru. It was noted that Sasuke absorb Orochimaru in his battle against Itachi. Later, Orochimaru was sealed away by Itachi removing his influence on Sasuke.

Whether I agree if it's the greatest feat or not, the feat of creating your own dimension with no type of doujutsu and strictly comes from experiments is a phenomenal feat no matter how you look at it. It is a true testament to Oro's intelligence besides the vast intellectual and knowledgable feats he's shown throughout his time in the manga.

I can't think of a better feat right now though so I'll say it's the greatest. I find Oro's feat better than Madara creating Zetsu and I had that pretty high when it came to intellectual feats.
