Doesn't matter what age he became a jounin. I think to much is placed on that title.
Can he compete with the current ninja around him? Thats the only question. Most of his jutsu were centered around his eye even is lightning blade relied on his reaction time. He never had a great chakra pool so he relied on skill and losing sharingan means his skill just dropped.

With the sharingan he was kage level and he had a jutsu that could one shot most ninjas. HE WENT FROM TOP 15 TO TOP 20.

He cant compete with A(raikage),Bee, Tsunade, Gaara,all kages for that matter, chouji,Guy etc.......

Shadow clones are not his game...all of his jutsu are about high skill and precision. Even his shadow clones are lightning clones because thats the type of guy he is. He isnt Naruto.

Also good luck on using dogs on the ninja currently in the top 15....lmao Raikage,guy,tsunade etc would laugh at dogs.

Kakashi is one of the most versatile character, in part 1 he was able to beat Zabuza only by using sense of smell.Raikiri doesn't really require sharingan it's just riskly but Kakashi know it and can adapt how to use it, it's like hellstab.Even blind Sasuke used chidori perfectly against Naruto.Actually Kakashi lost kamui but he'll be able spam jutsus without to be worried.

It's a lost for something better which only Kishi know.It's too early to judge so Kakashi will still be at least at the same level with or without kamui.
