Well in my opinion
Rinnegen > Tomoe rinnegen

The reason is because you need to have Senju and Uchiha chakra to awake rinnegen
which the sage had. But his elder son had only the uchiha chakra + some of sage's chakra..so he got the tomoe rinnegen and sasuke is in the same state

As far as i think tomoe rinnegen is the first level of getting the rinnegen
