No his normal eyes were sharingan harogomo awakened the rinnegan from his sharingan. Black zetsu stated madara and harogomo are the only ones to awaken the rinnegan in this world.

Ok what? Harogamo never shows that he has it, at least not that I remember. And I would assume it would be better then the rinnegan considering the ten tails had it and that Madara now wants it.
