I believe that Kakashi cold definitely beat 11 year old Itachi. But if it was a life or death situation Kakashi would not be able to do it due to what happened to Rin, and what he promised Obito. So since Itachi is a team member Kakashi would not be able to finish him off, which would be an opening for Itachi.
