Can a summoning animal make you Kage level in your opinion?

Did you not read the first sentence? I said people claim she's Kage level based on her summoning ability alone. Not the rest of her skills. That's a separate issue.

if its on her summoning ability alone, then its not true. but if you see his power, healing ability, and awakening a mark on his forehead, also summoning katsuya, i think he's near tsunade

Only a boss summon. For example, Sakura is high jounin, but with the slug she is low Kage.

Yes. A Kyuubi summon, Bunta, Manda, Gedo Mazou, Multi-headed Dog (animal Path), and Enma should comfortably carry fights for you and make you Kage level. Sakura's slug isn't what makes her Kage level.
