Was Lee really intending to Kill Neji?

So I was re-watching the Chunnin Exams arc and I just noticed something that haven't realized before. We all know that fight with Lee against Gaara, right? Of course you do; and just before Rock Lee opened the 5th gate, he mentioned this:

"Neji, this technique was for to defeat you..."

I'm pretty sure Gai mentioned how powerful and deadly the eight gates are while Lee was still training for it, and I'm also pretty sure Rock Lee had the intention to kill Gaara in the Prelims match (but didn't due to his sand armor protecting him and his gourd turning into sand to soften the impact):

He said he planned to use the eight gates against Neji and could've killed any other participant, let alone gaara if he didn't have his sand

You can tell that Neji and Kakashi was able to track Rock Lee movement so Lee probably dunno if his gates are much faster and stronger to defeat Neji since he Knew how strong neji is with his byakugan.
