Was Lee really intending to Kill Neji?

Lol, Nahh. It took the power of Orochimaru's Curse Seal v2 to match 1 Tail Power.
- 1 Tail was enough to shit on 3 Tomoe Sasuke. Sasuke had to get an upgrade to make up for that.

My point was is Neji wasn't really crazy strong like you said. They were both only genin and only so trained. But Lee was far under classed than Neji because of the fact Neji was a Hyuuga and Lee was some nobody without any talent besides taijutsu.

What I mean is you said it took someone with the 5 Gates to beat Neji as a genin because he was so strong, but Guy could probably take him no gates. It's a matter of skill level and such

Well with that logic.. Sasuke was so strong as a genin that it took to power of a tailed beast to challenge him.

And with this logic Naruto was so strong a tailed beast couldn't bring him down.

No he was intended to defeat Neji and prove his worth, not kill him.
He did not want to kill Gaara either. Probably injure heavily.
Pretty sure 5th gate can dominate a fight So Lee can have control over himself. He does not seem like a person to kill a comrade No matter how shitty they treat.
