A clan is made up of men and women, where it's ok for two people with the same last name Marry each other. basically marrying someone who has the same last name as you, usually means you're marrying family (by today meaning) because back when clans were actually around marrying your cousin was ok because it wasn't consider family, your family only consist of those in your immediate family, that's how my clan got started, at least. So really there's no reason why Uchiha women can't wield the sharingan, because they're all still Uchiha.
