According to my theory answer to this is simple.
Uchiha unlock the power of sharingan when they are in danger or fear something (a ninja's attack, death etc.) e.g. in case of obito, sasuke....
We also don't see much of uchiha women shinobi except in fillers.
I guess they were just housewife and their only job was at home (unlike other clan’s women). So they didn't have any sort of danger or fear which would be used to unlock sharingan.
Thus they weren't able to unlock sharingan.
