Second in command might also have referred to strategy, intelligence and tactics, not just raw power.
Sabo is overrated. Let us see his arsenal, then assigning ranks to him would be fine.

And no they don't. First off how do you know Kuma was never second in command before he left? Or when he was with Dragon before Sabo joined? People, like yourself, are making all of these presumptions about Sabos strength when we have seen 3 f*cking attacks from him and he destroyed a building...big whoop. You are making a huge assumption that he is Admiral level off of the fact he said he was 2nd to Dragon and 3 attacks, none of which were Admiral level scale in the slightest. You accomplish f*ck all. Apart from amusing me slightly I'm probably one of the biggest Sabo fans on here, I think the guy is great. I love his, now revealed, character design, his already shown quirk and that he now has the MMnM, but before he got the fruit and this was announced nobody would have put him on Admiral level, maybe close, but not actually on the same level as men who have fought in numerous wars, permanently changed an islands weather and launched numerous meteors from the sky....oh no! Not gonna say he isn't admiral level since we haven't seen much from him, but I think people are overhyping his entrance. Either that or underrating Admirals as always. Its to be expected though. At the moment I would guess he is just under Admiral around Old SR level or top Shichibukai level.

Sabo was not at pre skip M3 level 2 years ago, according to him he was post skip Luffy's (Ace) level 2 years ago. So if Luffy can grow from being an absolute fodder to what he is now, would Sabo not be able to grow just as much?

people overrate admirals too much..as if they are the strongest beings in the opuniverse..ridiculously stupid...they should note that power balance in op is navy hq+shichibukai=yonkou(as said by garp himself who is the most reliable source for this info)..whereras in navy hq we have one fleet admiral,3 admirals and atleast 10 vice admirals..and +7 powerful pirates mostly above vice admiral level(without shichibukai one yonkou and his allies ie whitebeard would destroy navy in the war )..these all are formed to reign the four most powerful pirates "YONKOU"..so if sabo the second in command of revolutionary army cant even defeat an admiral..he dont deserve the spot or revolutionaries are not so dangerous and threatening which is obviously false as we can see the reactions of people even the admirals when just dragons name was taken..sakazuki was so hell bent on killing only bcoz he was dragons son..this shows us the threat and powerful revolutionary army is and mainly Dragon and his officers..so

It's obvious Kuma is below Sabo since he's 2nd in command the only person above Sabo is Dragon, ranks pretty much say peoples power level in OnePiece with only a few exceptions to the rule. The only Marines who ranks don't reflect their strength is the old lady and Garp and they're the exceptions I was talking about. You obivously can't read correctly because people power has been reflect on their ranks on reputation with a few exceptions. Sabo even without thr DF should be well above Kuma.
