I don't understand why people say that she was the worst Hokage.

You blame her on Pain's destruction of Konoha? Pain gonna came for Konoha anyway no matter who the Hokage was.

What is it that made her the worst Hokage?

I think that people underrated Tsunade, maybe simply because she is a female Hokage... And she looks weak and blah blah...

You must remember what the previous Hokages had done that lead to major consequences in the future.

Tsunade saved all the lives of the civilians and shinobi alike.

I genuinely don't know. Maybe it's because she's a woman, maybe it's because she couldn't stop Pain (Although Hiruzen, Tobimara, possibly Minato by feats couldn't have done any better. Half of the village's citizens would be dead.), I seriously haven't seen a legit reason why she's a bad Hokage. Hiruzen is the worst, IMO.

Naruto had to use Kyuubi's help in order to take down the Paths, as well as Ma and Pa. As such it wasn't a solo.

OT: People who say she is the worst have no reason. They just want to rank the hokage and so they feel she should be last because well, she is Tsunade. Ignore it she was been the only hokage to implement good bonds with other villages and so on ever.

He didn't use Kyuubi to take down any paths. He killed 5/6 in SM, then went on a rampage. Upon exiting Shinra Tensei and meeting Minato, he killed Deva Path in SM to complete the set.

If he hadn't used the Kyuubi's help, he would have lost the battle. As such, it was not a solo. Pain nearly had captured him until Hinata intervened.
