Some are probably saying "well no kidding" and others "no way" just from seeing the title, but please read through why. Remember when they received their buffs?
The fact that they're grabbing different parts of the staff and have different symbols spread on their side symbolizes yin and yang. Now, this chapter, we've seen directly that their hands have the same tattoos, further symbolizing their buff is on one side of the equation only.
As Hagoromo has already said, it requires both Ashura's and Indra's chakra to achieve Hagoromo's chakra in order to receive the rinnegan.
The fact that Sasuke's power up is clearly portrayed as purely yin, this means he has not achieved rinnegan, which is yin+yang. However, what we will see for him is probably sharingans like Kaguya's sharingan and the "gruesome power."
So in all likelihood, he probably will have infinite tsukyomi(but on small scale) and the ability to bring shape out of nothingness. Although I have to wounder what the limits Kishimoto is going to put on this power.
