The chidori was from a fail attempt of the rasengan, minato tried teach it to him but due to his chakra control back then he couldn't hold the shape. Thus the chidori only has the first step of the rasengan the gather the chakra part.

you remember that attack needs god lvl eyes just to be used. And how it does less internal damage. And is extremely noisy.
and how Rasengan is based off of TTB. Plus when naruto and Sasuke clashed with those water towers naruto's exploded in the back Sauce's just popped like a balloon.
