I still would like to see this jutsu. From Minato though; not Naruto.
If Minato isn't re-dead, and he somehow gains his arms back, this jutsu could be his form of redemption for being fodderized so many times (all due to Kishi trolling him, of course).
If Naruto and/or Sasuke get the rinnegan, they can probably heal Minato in which case, Minato can use it. Think about it, he has senjutsu, so it would have an effect against Madara.
I think this technique is hax. He said that it could create an opening against Juubito.

So either A. It's like, the fastest attack in the manga when it's set up.
B. An extremely powerful attack, or
C. all of the above.
Personally I think it's C since he's been hyped as the strongest shinobi in his day, and there were powerful jinchuriki (Bee), so he had to have the capabilities to fight biju.
Here's what I think the technique is. It has ransen in the name implying it's a ransengan, but I don't think so. Take a look at the preparations.

The fact that he threw 6 kunai implies that he's forming a parameter around his opponent hence "ransen" which is "spiral." The literal translation of ransengan is "great spiral sphere."
Note that he did not form a ransengan, but rather, had a kunai in his hand. I suspect that the 6 kunais enables Minato to teleport anywhere within that area instantly and freely, essentially giving him infinite combat speed for a continuous hit-and run. Hence "flash dance."
We've seen that Minato has used space-time connected to his kunai via space-time barrier.

Why does putting the kunai in front of him matter? I suspect that, for this jutsu, he can somehow use space-time to increase his cutting potential as well.
Kishi always show the jutsus when he named them. For example, Itachi's Izenami took 4 to 5 chapters, Kishame's great shark took 34 chapters, Dan's jutsu took 60 chapters to be shown. Also, notice that Dan's jutsu was shown at the very end when the ET was concealed, and you have the 8th gate jutsu as well, it was hyped for more than 500 chapters until Kishi finally decided to show it to us!
Also, if you looked at it from the positive side, the longer it takes to show this jutsu, the stronger it would be!
and I think it's specially important for Minato to get a strong offensive move honestly, since his
current strongest offensive move (Rassengan) is really pathetic for someone like him to not have
a stronger offensive jutsu!
