When Tsunade was fight Kabuto, Kabuto mentioned that her boobs were go big that the chakra Scalpel count penetrate the heart, so we know that the Hyuuga technique works by poking the chakra points with basically mini chakra scalpel, but not as complex as the scalpel....so logically wouldn't the same thing apply to 64 palms, and would choji be too fat the penetrate.

It depends on whether Neji's gentle fist will still be effective or not. In theory it should work, because it strikes the inner body, then again Choji might be a little too big and the chakra sent into him may not be enough to do serious damage.
The Kabuto vs Tsunade example isn't very good because Chakra Scalpel =/= Gentle Fist. Even if they work in a similar manner.
Neji is the superior shinobi to me regardless of who wins though.
