What are you talking about? 360 degree vision is the result of simply activating your byakugan. Byakugan in general allows you to emit chakra from your entire body, causing internal damage. No one else in the series has been able to do that.

Neji was emitting chakra from his body because Kidomaru was out of his range of his 50 KM byakugan. If he didn't have some form of early warning, he would of died. Had kidomaru been within range of the 50km, neji wouldn't of had to waste chakra, and been able to effectively dodge it.

Your 2nd scan shows that perfectly that the bind spot is on the neck and not the eye thus it has nothing to do with doujutsu itself.
