Yes I believe he was a Jin to all 9 beasts. (The fabled psuedo Juubi Jin)
Ashura was the prophecy that the Sage told the Bijuu before his death. It only makes sense that the Bijuu were told to or naturally trust Ashura.

Ashura is seen with a staff that faintly looks like it has the Sun at the top. We can't know if this is his staff or his father's staff, however, if he did create it, then he probably was at least a psuedo Juubi Jin.
I'm thinking he was, because in the one panel of Ashura vs Indra, we see a similar mode to Kurama BM, what looks like a Kitsune mask of some sort, and what looks to be Ashura rolling up 5 beast bombs. If it looks like a Jinchuuriki...
However, it is a different form of BM which I think there are two different possibilities if so. Either it's Yin+Yang Kurama and he did not create his own staff, or it's the first half of Rikudou's Prophecy.

One day you will all become one again in a different form. Perhaps Kurama is the key (Hence why Ashura's "BM" form has many similarities with Naruto's BM), a living spiritual vessel for the Bijuu to cooperate as one (After they learn of true power from the Younger Son who is supposed to lead them) as opposed to the Gedo Mazou, a dying physical vessel that forces them to revert to one. Light and Darkness, Yang and Yin, the usual. The Sage basically stated that they can become one, however, they can be led in that form so it has a mind unlike the Juubi.
If this is the case, then here is the dichotomy of their fight:
Ashura in favor of cooperating alongside the Bijuu, and having faith in their "father's" prophecy, the tailed beasts lend a hand allowing Ashura to be a psuedo Juubi Jin to have enough power to take on Indra. Power through love/friendship/cooperation.
Indra, knowing peace through power, opposes the tailed beasts who are supporting Ashura. He opposed Ashura's plan for cooperation. The Sage's plan was to get Ashura to lead the Beasts down a correct path. Ashura's probably wasn't too far off, which means Indra opposed the idea of befriending the beasts.

It was also said that Ashura knew that he was strong because of other's cooperation and support. If he believed this, and he believed he was meant to lead the Bijuu's down the correct path, then he would most likely elect for their help against Indra, who was stated to pretty much be leagues smarter in battle than Ashura, despite similar power.I don't think so. Ashura was stated to rival Indra with his own power, and that led to Hagoromo splitting the juubi. If Ashura already rivaled Indra with his chakra, then he'd destroy Indra if he was a psuedo juubi jin.
Also, if he was a jin, then Hagoromo's prophecy was already fulfilled thought Ashura, but that clearly didn't happen.
