Gaara was leagues above everyone else during Chuunin Exams. Only Gated Lee posed any threat.

This isn't a desert.

Neither was the open plain where he fought Kimi.. until about 4/5 of the way into the fight.

But it takes time for him to make sand, I don't think Neji will sit there. Don't forget he has Hakke Kusho which does some serious damage and rotation can block the sand blasts.

Gaara said it takes no effort.
Rotation gets covered in sand, just like it did with webs, and when he stops he gets crushed.

Rotation doesn't block assaults from beneath.

But in his fight against Naruto in part 1, he did rotation and the ground was damaged.

Kido had armor of gold, however gaara's armor withstood the gates, so.
