If he weren't touching Minato, he wouldn't have needed to stretch his arms in the first place to teleport someone. The most logical conclusion was that he was actually touching him at that moment especially since he already made that claim earlier. But even if you were right, it goes both ways in this case since Tobirama's chakra would also be related to Minato's

I think it's absurd to think Tobirama can access Minatos link anytime he wants anyway, that sounds like prep to me since he needs minato to allow him so. The op never stated that Tobirama can use Minatos link so why is this even a factor.
