Condition: Nagato is healthy, Kabuto starts in DSM.
Intel: Manga
Restrictions: Gedo, Chou Shinra Tensei, Edo Tensei.
Intent: To kill

My opinion on this is totally varied and can easily change.

Can't think of any way Nagato can counter White Rage without ST. Im going to say Kabuto high diff.
Edit: Since it was Chou ST that was banned Nagato would win high diff.

Even without Shinra Tensei, Nagato still wins. Nagato is way stronger than Pain, as he is more flexible. They are both sensors, but Nagato has more destructive power and great vision with his rinnegan. Chibaku tensei, Bansho tenin, or simple summons to play as diversions as he uses chibaku tensei. It took KM Naruto, Itachi, and Bee's strongest attack to escape from CT. How will Kabuto break out?

White Rage can be dispersed before the ball detonates with Shinra Tensei, much like how Deva Path dispersed Rasenshuriken and Kakashi's Lightning Wolf, and since this is Healthy Nagato the force of ST is very likely to be powerful enough to send Kabuto flying at the same time.

Afterwards Nagato could just grow some extra arms with Asura Path, summon his immortal multiplying dog and chameleon, then troll with missiles coming from behind Kabuto and the dog until he gets bored of Kabuto's regeneration and ends him with Bansho Tenin + Human Path Soul Rip. Kabuto is unlikely to get off his genjutsu when he has missiles and an immortal summon that multiplies when hit on his tail, plus he would still have to find the invisible chameleon to get to Nagato, who can troll any of his elemental/chakra scalpel attacks with Preta Path and Shinra Tensei.

Actually, you kind of can. Abosrbing senjutsu techniques by itself doesn't seem to be of any problem to rinnegan users. It's only when you absorb senjutsu DIRECTLY from the body of the senjutsu user, that the user seems to turn into the animal in question.

Nothing indicates that Nagato can reach the ball immediately and absorb it before he is affected by the intense sound vibrations, at least if that's what I understood from your claim. His safest bet is ST as it will likely disperse the orb from the liquid itself, nullifying any possible vibrations it could've created.

The moment Nagato senses Kabuto wants to attack, he prepares himself for any attack...considering white rage consists of ninjutsu, nagato can absorb it regardless of the distance..it's ninjutsu after all..and all it does release blinding light and sound...nagato can still absorb since it consists of chakra regardless of it's shape and nature transformation
Once nagato sees the dragon with the orb, he knows it's a ninjutsu attack and simply prepares himself

DSM Kabuto wins

White rage is a Justu with sound and light, preta can absorb it and if he uses st it would be useless because it is vibrations.

Chibaku tensei won't work because of his hydration technique allows him to slip through any seal/containment.

All other damages will will be healed, thanks to the uzamaki blood as well.
