Foreign chakra being injected into a user under a genjutsu breaks them. Since the constant chakra flow is foreign chakra, it fits the description.

Kabuto? Kabuto doesn't have Shima or Fukasaku's chakra flowing in him along with Sennin chakra.

Any skilled Uchiha can break out of it. Sasuke did this with only 3 tomoe Sharingan.

But to break out of something, you must get the time to break it in the first place. Since a Uchiha(with Sharingan and blood related like you say) can break tsukuyomi according to Itachi, it means that inside the genjutsu a Uchiha can attempt to break it during the tsukuyomi world time(24hrs for example). From my understanding of Itachi's statement, he only meant that the genjutsu is too strong to be broken for non-Uchihas, not that they don't have time to attempt a break out. The instant thing only is an issue for an outsider attempting to save the victim using the partner method. It's basically the point i'm trying to bring up here

Well I didn't really get that Itachi was saying his genjutsu is to strong for non-Uchihas. I think he was saying it's invincible and only a Uchiha who is a skilled sharigan user can break it.

While it's possible Jinchuriki can break out in a short while, they've still had a second of estimated 24 hours of perception of time alteration. So it does still hurt, but not enough to keep Killer Bee and Naruto down for example.

But to combat it COMPLETELY. Now, as people have pointed out. It most likely takes a MS/ems user to break out of it. But I think I know why. To truly break out of it, the person combatting Tsukuyomi, needs Tsukuyomi. That's why Itachi always said Sasuke needed ms to fight him. Both being able to alter the Tsukuyomi world, and harm people there. Basically, a Tsukuyomi fight.

Obviously, Itachi would win this as he is more genjutsu prone than Sasuke. However, maybe the Tsukuyomi fight between the two could give Sasuke enough time to break out without getting injured to badly or at all. Or maybe I'm just overthinking things.

That's an incorrect assumption. To break a genjutsu you need to overpower the chakra in your brain, you need chakra disruption. We've seen Sakura and Tsunade supplimenting the jutsu of ninja by giving them chakra while they are casting abilities. That's not chakra disruption.

Sadly not even an outer source of chakra can break it.. Kakashi said himself that once u are caught there's no escape.
