Why Hanabi isn't in the war?

Hanabi is younger than Hinata but still better than Hinata.
Why is she not in the war?
Do you think Kishi is planning for her entrance after the war which may play a big role for the story progression as well as towards the ending?

One more thing : She's not a Fodder Shinobi

Maybe kids can't participate in this war. The previous kages would have allowed it but not the current ones.

Firstly, Hinata> Hanabi. She is in the war hanabi isn't. She knows 64 palms, hanabi doesn't.

And no, age doesn't matter, Kakashi was 13 and he as at war.
