Kakashi has sharingan so he can predict movements, He is Kage level in Taijutsu, He has tons more experience in fighting, He has up to 4 nature tansformations, and He was even nominated as Hokage. Part one Kabuto was featless. Right now Kabuto is top 15 but all thanks to other peoples stregth. Kakashi is just stronger. U_U.

Kakashi hadn't even shown what he could really do at that point. One word Kamui. He didn't want to kill Kabuto because he was still a kid.

She isn't stating that Kakashi and Kabuto were even, but that Part I Kabuto was stronger than Part I Kakashi. So that scan wouldn't have helped her case.

OT: There battle was cut short when Kabuto was in Sasuke's room at the hospital back in Part I so it really is hard to tell which was stronger because we never really got to see Kabuto go all out against Kakashi. But clearly from that little bout they had Kabuto was at least on par. But kakashi didn't have his Sharingan out nor did kabuto get serious about fighting since he was simply trying to flee.

Again hard to really say.

Not to mention Orochimaru was so far out of touch with the village's happenings and individual abilities that he didn't even know Minato had used Shiki Fuujin.

Let's face it, Kabuto got bested by Genin Naruto, the same Naruto who didn't use Kurama's chakra until after that match.
