The first time we saw him TRYING to do something for the plot, got his ass kicked and saved by Konohamaru...

1- Sai

He paints... (and paints like shit by the way)... 0 relevance to the story

people surely will put Sakura in their top 5...I won't because she is the strongest kunoichi from k11, a great medical ninja and a main character

Iruka pushed Naruto onto the path he went with in his life by being kind to him and accepting him as Naruto, not the Fox, so that has cemented him in relevance forever, he doesn't need to do a lot.
