Characters are listed when they were at their strongest minus any edo tensei benefits(Non-edo BM Minato for example). Also, any condition that restricted someones health(Diseased Blind Itachi, Helpless cripple Nagato) are restricted as well. This is all in the favor of fairness and to lower the amount of inevitable excuses.
1)Rikudara-Obvious
2)Juubito-Obvious
3)Hashirama-Obvious
4)BSM Naruto
5)PS Sasuke-There are obvious signs of Sasuke having PS even though it wasn't completely shown. It was made pretty clear that PS Sasuke=BM Naruto but Sasuke lacks sage chakra.
6)Nagato-Above Kabuto because he has no good counter to CT.
7)DSM Kabuto-Above Minato because he has no real way to kill Kabuto and can beat Itachi+EMS Sasuke
8)BM Minato-KCM Minato is Tobirama's equal but BM gives Minato an advantage
9)Tobirama-So strong that he can compete with EMS Madara and has shown to be better than KCM Minato.
10)Itachi-Can't defeat the people above him due to his limited stamina compared to the rest and the fact that everyone above him has counters/experience against his technigues.

Kakashi-He is really confusing. First his kamui is fast, then its slow, he can spam it, the can't spam it etc.. Kakashi is honestly the hardest person to rank.
