You may counter/block your opponent's move after he or she has posted their second jutsu. Braking this rule will be considered as braking the time frame. The reason is that the opponent might have to block a combo attack wit 2 jutsus and it will leave him only 1 jutsu to use as an attack.

and anna, Kirin can not be performed on its own, you must use - (Katon: Gouryuuka No Jutsu) - Fire Style: Great Dragon Fire beforehand in the right circumstances
