It returns to my first question - what makes a Susanoo a PS? How do you define a PS? And Sasuke's so-called PS doesn't have the full characteristics of Madara's. Obviously, Sasuke's one only got 2 hands.

Well thats the thing, We haven't seen sasuke cover 100% Kyuubi so we cannot put his Susano'o at Madara's level yet.

But still you see, it doesn't look exactly the same as Madara's PS in the 1st image. It has scales all over his body and only has 2 arms, the same as the old days Madara's Susanoo.

Update: The old days Madara's Susanoo had 4 hands too after I rechecked.

It's true, the stabilized form of the Shugenja-armor(Tengu-like) is a foundation of the Kanzentai Susanoo, but it's just one part. Without the complete body, we can't declare it as perfect or complete. The Kanzentai/Complete Susanoo contains also all levels of Susanoo.

I don't think that PS has to be in humanoid form for it to be considered complete or perfect.

Madara PS the same way Sasuke did and still said Hashirama would be the only one to beat him when he introduced PS.

In other words, he considered the PS he used against Hashirama and the one he used then the same.
