That's what I asked, where did you hear that.. There is no solid _PROOF_ that you HAVE to have sharingan to do that technique. The only time it was shown Naruto looked at a ring and was caught in an illusion.. for all we know it could have been a special shiki on the ring which, when the user charges with chakra and the victim looks at it, it captures the user in a genjutsu through their optical nerves.
