Kishi left a lot of potential on the table after killing off Haku. Not only in strength, but in character development. If Haku was alive today, he would make a great mizukage and would be in the top 10 IMO.
At around Naruto and Sasuke's age (which was 12) Haku was far superior to them in just about every aspect. Kakashi might have mentioned Haku was stronger than he was, depending how you look at the text.
In the battle on the bridge, Haku could have easily ended the fight, if he had that killer intent; the fight would have lasted 10 seconds. At the beginning, Haku chose to not hit 1 vital organ on Sasuke; instead Haku chose to go soft, in hope that Sasuke would surrender. Which he did not. So Haku continued to punish him. Naruto entered, to make it a 2 vs 1, Haku still dominated. We all know how it went from there, Haku did the same thing to Sasuke as he did to Zabuza (put him in an apparent death like state), Naruto got angry, used nine tails and broke the mirrors. Haku still had energy left but chose not to fight. ( A character flaw, that could have been developed if Kishi kept Haku alive). Looking back at that fight though, Haku made a mockery of Naruto and Sasuke, and dominated that fight, while being the same age. If Haku was kept alive, and continued to train, who knows how strong he could have been. Also, Haku was held back by Zabuza his whole life...imagine if he had one of the three sannin to train him...ouch. Sky is the limit.
That also factors in to this, now many people say Sasuke at his current level would solo Haku...which is true. Keep in mind, Sasuke got 3 extra years of training with Kakashi/Orochimaru. If you give Haku that training, he might have been close to the same level as Sasuke, seeing how far ahead he was at the fight on the bridge, being the same age.
Another thing I would like to add is Haku's crystal ice mirrors.
Haku was on the ground, teleported from his mirror up into the sky, and took out 3 ninjas, no problem. That Kekkei Genkai Haku possessed had so much potential to grow even stronger, that was only a glimpse of what he could do. Imagine if he put poison on his needles, similar to what Sasori did. Deadly.
Also, Haku was smart. He knew exactly where the vital organs were, very accurate with his needles. He could outthink you on the battle field, and deceive you. Here is one example. While being constantly made fun of for this, Haku looks like a girl. This however, is very useful. he can easily disguise himself, similar to what he did when he met Naruto in the forest, and deceive others into believing he is this sweet innocent person, only to backstab them later. Very useful.
That was just some of my thoughts, I felt Kishi made the right call killing off Zabuza, but not Haku. Haku had so much room to develop, not only in strength, but in character. He could have learned, in some cases, it is better to think of yourself and not to give your life up so easily. Also could have learned to grow that "killer instinct". With Haku's natural speed, Kekkei Genkai, great backstory, likeable personality, Ninja IQ, and more, I feel Haku would have made an awesome ninja, if he was still here today.
