2. He said it (Yamamoto can't be it), it's just RJ, os with jusr RJ he may surpass Aizen, but with other abilities as well he can.
3. He was already fused with Hyogaku when he took 90s level kido.
The thing is, I've read the story front and back. I've seen every episode and filler. Aizen never admitted Yamamoto was stronger than him. Yamamoto also has next to nil feats. I think WW is the only feat Yamamoto has? Which wasn't much. So where is the evidence that Aizen said Yamamoto is stronger. That Yamamoto is more intelligent than Aizen, or more powerful, even in base. Evidence for that just doesn't exist. Trust me, I know. The only thing you will find is feat after feat for Aizen. Look at it in another viewpoint. If Yamamoto was so strong, Bach killed him in one hit effortlessly and tried to recruit Aizen. That alone speaks magnitudes.
Before you even try to say Bach never recruited Yamamoto becasue he would refuse, you are forgetting that the Quincy use brainwashing techniques. They could've easily took Yamamoto hostage and brainwashed him. They chose to eliminate him very easily. Yamamto was really nothing but a speck in the world of power. I say out of the top 20 strongest, Yamamoto might make rank 15 and that would be due to his Zanpakuto, not him personally. Yamamoto has also proven to be one of the most, if not the most, idiotic Shinigami known to exist. I'm not saying that to be rude, but it is a known fact. Sorry to disappoint.
