Hinata is the better Taijutsu user.

Atleast not when the difference in speed is so small. Hinata is quick with her gentle fist, Sakura on the other hand, hits with incredible power but her speed is is considerably lower. The sadistic "Speed" is described in the third Databook with this words: "Speed, movement and reaction timing", so if you think movement and reaction timing are irrelevant variables in a CQC fight, I am done here, Hinata is not the exception...

I don't know about a whirpool, but a giant water explosion sounds pretty possible since she has this level of power:Sakura creates a wave from her punch and drowns her. Or she creates an whirlpool. Or She punches her so hard, Hinata flies into a shore nearby and proceeds to get smashed.
