Naruto wins if Danzo is in the same condition when fighting Sasuke.

If Shisui eye is allowed, bar using KA, I can see him sneak a genjutsu here and there. Danzo can win in that kind of condition.

Danzo can hold Izanagi for ten minutes, Naruto can hold SM for 5 minutes, even less if he uses Rasenshuriken. I'm favoring Danzo here, especially since Naruto lacks a defense like Susano'o, which was what allowed Sasuke to win.
