Like stated above.
Kiba was only really important on two occasions.
His death really would have no significant impact, other then the Kiba fans.
The recent deaths, however, did have some impacts...No matter how hastily they were killed of (Neji), or even how awesome their death shall be (Guy Sensei), they leave a impact.
Kiba however...Not so much, he didn't have as much On Screen time for anyone to really care :I

Its not an asspull if it actually flows with the way things work currently. People use that term far to often, most of the time its actually plot, or a normal plot twist.
