Best I could do is get a databook scan hyping the jutsu up, and Itachi's statement on how he recognized the attack before. Hinting at a skirmish between them inwhich the jutsu was used. I don't see why it really wouldn't be possible for him to use it when in a healthy condition, though,

Zise is the true holder of the Rinnegan, he is a Shinobi without peer.

If a Itachi said that, then by all means he should. But lol, I doubt he used it against Itachi.

Anyway... Doubtful it'll even be implemented against Tobirama.
