Kisame is a very observant shinobi..Who knows of Itachi's genjutsu capabilities and not to look him in the eyes.

Considering when Kisame fuses with Samehada, he becomes a sensor...

Not to mention he doesn't need to look at him directly. Making use of his large scale suiton and sending his shark jutsu at him, would pretty much get the job done

That said he won't let him gain the upperhand by allowing him to create the dome. Kisame knows he can't look at itachi's eyes. By not staring at his eyes he can't possibly know when itachi uses amaterasu and thus not have enough time to react. Itachi using amaterasu is several times faster than what it takes kisame to perform a water jutsu or fuse with samehada. Itachi has this mid-high diff

Doesn't matter. He's a God, nothing such as Genjutsu can defeat him. He's the one who invented it.
But, if you really wish a normal character, have Madara.
