And you tried to prove with this scan , that it not necessary for the 10 Tail to be revive to have all the bijus chakra. But Naruto life force is not so strong as may you think. If you compare Naruto with his mother , his life force is weaker.
She gave birth to Naruto and Kurama was extracted , also she was able to move and to use her Chain Chakra.

you're right even with naruto's powerup right now, he won't be as strong as sasuke because the pseudo juubi jin upgrade is temporary power but naruto will be the juubi's jin after madara is defeated. it's been foreshadow for too long.
