It has to be Tobirama, the good guys and bad guys love this guy. Hiruzen, Danzou, Kagami, and Orochimaru preach him.
I would say even Minato is a secret fanboy since he copied his technique and capitalized on it.
Also as much as Hashirama likes Madara, When it comes down to it Tobirama is the guy he'll chose to follow, which made Madara jelly.

That's due to Hashirama inheriting the Mokuton, if Tobirama have that much power I would say he'd get respect from the crowed since he's very smart and knows how to preserve order, and make the hard decisions. He appeals to both the goody good shoes and practical individuals.

Mokuton does not give one the title god of shinobi or thats what we would call yamato. like you said , if tobirama had that much power he would get respect from the masses. he is not the most respected because he is simply not the strongest and not as merciful as hashirama.

In one translation it says he is mocking him, and in one it says the Hokage I respect the most. It is easy to make claims either way. Orochimaru really was disrespecting Tobirama during edo tensei saying how the jutsu shouldn't have been created, but Tobirama did invent many jutsu that Orochimaru likes to use. I am leaning towards the mocking though.

It could be but if you look at the other Hokages, they are probably too cheesy in their speech of love and peace which makes Tobirama appeal more to him to since he's just the most logical guy who is also a straight arrow.

Mokuton is like the sharingan of Senjus, it's what makes Hashirama stands out and op. Yes Hashirama is merciful, but if the law always forgive criminals, the evil ones will take advantage. That's why the ability to make hard decisions is needed in the name of justice since society is not as naive as that.
