It has to be Tobirama, the good guys and bad guys love this guy. Hiruzen, Danzou, Kagami, and Orochimaru preach him.
I would say even Minato is a secret fanboy since he copied his technique and capitalized on it.
Also as much as Hashirama likes Madara, When it comes down to it Tobirama is the guy he'll chose to follow, which made Madara jelly.

Although I think Hiruzen is just another fodder but still Hiruzen takes the top spot as the most respected Hokage ever.

The Uchihas was planning a mass rebelion during Hiruzen reign so I don't think they respect the guy. He even admitted that he failed to follow the teachings of the second just like danzou. His student Orochimaru hates him too...

I agree with just about everything you said. Just not the Tsunade part. Without the medical ninja, this whole war would be over.
