My first idea about the Cp. 0 was that would rescue Doflamingo in a way or another after his defeat. But since then, Doflamingo's personality and his relationship to the Tenryuubito have been clarified, and I can't really see a way of recycling the character anymore. Also, Oda's announced that the Shichibukai system may be put an end to — that would be a likely outcome if Doflamingo's not here anymore.
I've come up with a new theory, I hope you'll like it.

One sure thing is that the Cp. 0's loyal to the Tenryuubito/Gorosei. And according to what's been said in the manga, the first concern of those guys is the revolutionaries. Sabo happens to be a revolutionnary himself, and it wouldn't be shocking if the Gorosei had got wind of it, so Sabo's an obvious target for the Gorosei. Thus in this theory, the presence of the Cp. 0 in the arc has to do, like for Burgess, to Sabo.
Now, let's say, and this is essential for the theory, that they could also have managed to know that Sabo was Ace's brother.
What I'm suggesting here is that the whole Mera Mera championship wasn't set up for Luffy but for Ace. Luffy just happened by chance to run in at the right moment. The very reason the championship was organised was that the government wanted to create an occasion to make Sabo prisonner, and for this, they handed the Mera Mera to Doflamingo and told him to organize the whole thing.
This would also explain why the Gorosei helped Doflamingo do the Shichibukai title trick. I mean, if they'd gone as far as handing the Mera Mera to him, they wouldn't let the whole plan collapse the day before it
Finally, this theory fixes the issue of how Burgess, Sabo and the foreign fighters could make it in time for the Championship.
- Haven't you ever though that it was impossible given that Doflamingo's need to bait Luffy appeared barely one day before the championship itself ?
- Wouldn't it be awesome if Oda had pulled something like this ?
