Tsunade has pseudo-immortality, she has the best taijutsu out of the three, there isn't much speed difference if we go by by feats, while the other two have to rely on jutsus and stuff Tsunade can just use her finger to do the same damage.
Also there's ranshinsho that finishes anyone.

Tsunade is a great combatant beating probably 90 per cent of the whole cast. She's equal to Jiraiya and Orochimaru, who are both considered strong as hell. Her hype is great, and her feats are great.

Also Konan and Mei need to be mentioned. They're not weak at all.
