It's obviously Sasuke. The guy triggers every reason for Naruto's own development, has the biggest wardrobe, Chicks swooning left and right. Sasuke is given a lot of attention to detail in terms of plot, appearance, and characterization. Naruto Manga is business, so Kishi doesn't have to be honest about his own choices. Also, Uchiha Move-list is the only part of the manga with considerable depth to it from Literary perspective. One would have to be blind to suggest otherwise.

Sasuke has taken the backseat for almost the entire war! He took the backseat to Kabuto and Itachi, he then took the backseat to the Hokages and Hashi/Madara past. Even when he "got his time" he was team-working with the others so people say "he can't do that alone"

He hasn't got time to really shine yet, not like Naruto has when he went all Bijuu Mode for the first time and raped shit. He hasn't had anything like that. Heck, he got solo'd NEGATIVE difficulty. We haven't even seen him going ham with PS on his own yet...

The last time he was really in the "spotlight" was his fight against Danzo.

It's not about 'shine' factor but being one of the core influences in driving the plot. Sasuke has always been just that.
