Can you explain to me what Kirin is? What does it do, and how does it do it?
Kind of. Think of the chidori as a lightning rod, only instead of going straight to the chidori, you use the chidori to control the lightning instead. Basically, the chidori attracts the lightning, and then you redirect that same lightning somewhere else. And yeah, it's real lightning instead of created lightning; hence why it's so much more powerful.

Good. Alright, the rain clouds have formed, and even though there's no lightning, you should still be able to draw it out from the clouds. We'll take this in steps.

Alright, now point the chidori to the sky, and it'll mainly take itself from there. Use the chidori to literally pull lightning down from the clouds towards that forest.
*points to the forest to your left*
The chidori will act as a magnet, but before the lightning comes to the chidori (which is very, very bad), you guide the lightning to the forest.

Put a bit more description into this one. And just so you know, I'll be annoying you in this one. It'll be at LEAST half a page before I think that you've mastered it.

Well, you, somewhat, awakened the lightning. But you have to attract it as well. Make the chidori stronger than usually. But make something similar to an invisible string of chakra that ties around the lightning and drags it down to earth. The string starts from the chidori, and connects to the sky. That's the first thing, you have to know how to actually get the lightning down here.

Much better, you learned how to get the lightning to come down at least. Now you have to fully pull it down to the ground. Do the same thing that you did before, but string the whole thing together.

Remember to keep the chakra of chidori running. Without the chidori, there's nothing to attract it to the earth. You have to focus on both the chidori and controlling the lightning.

You did it correctly the first time, but every other time you weren't calling down lightning, you were making your own, you must've taken the "string" metaphor a little to far, and thus the string came back down as extremely weak lightning. =/
Think back to the VERY first time. Forget the string thing. Just use the chidori to attract lightning and BRING IT DOWN!
