Yhh Itachi deserves the most respect for what he's done for the village, but I put Minato over Kakashi because he's done more and bigger things for the village than Kakashi imo

3rd Raikage- the guy fought Hachibi alone to safeguard his village. He also died taking on an entire army to ensure his own army's escape.
Gaara- newly appointed Kazekage and pretty much died to save his village much like Minato did for Kanoha. (Im talking a out the deidara fight) and never once used his bijuu to ensure his villages safety not just from the Akatsuki, but from himself, also really stepped up during the war when Madara dropped the meteor on the SA's head he was the only one to back Oonoki on this one.
