It's hard to make an accurate conclusion because we haven't seen what he's capable of as a kid

Look at his ranks, here ranks are important, at the end of part 1 the strongest Kid was high Chunin, while Itachi was a ANBU captain. The only challenge on this list is Kid Kakashi.​

Itachi was 13 when he achieved ANBU captain status. Itachi was 13 when he murdered his clan. Itachi was 13 when he joined Akatsuki. Itachi was 13 when he solo'd Orochimaru.

All part 1 characters are ages 12 to 13.
